EBRD SME Competitiveness Programme

In June 2019 Banca Intesa ad Beograd and European Bank for Reconstruction and Development concluded an agreement on new credit facility in the amount of 15.000.000 within programme titled “EBRD SME Competitiveness programme WeB-SME-CSP” .

For successful realization of individual projects, EBRD provided all potential beneficiaries with free advisory support from experts in this field.

Credit line beneficiaries

Beneficiaries may be small and medium-sized companies according to EU criteria:

- Less than 250 employees
- Turnover lower than EUR 50 mln
- Total assets lower than EUR 43 mln
- Have private majority ownership.

Number of employees is binding requirements. In terms of financial criteria, it is sufficient to meet only one of the abovementioned criteria.

Investment incentives / Grants
After successful realization of investment project, final beneficiaries have the right to receive a grant in the amount of 15% of the loan.

Loan conditions

Loan conditions:

• maximum loan amount: EUR 1.000.000
• VAT cannot be financed
• tenor: 4 to 5 years
• grace period: up to 2 years

Purpose of credit line funds

Projects to be financed by loans granted from this credit line include:
- Investments in industry buildings, equipment,
- Investments in software, improvement of company’s control systems and general upgrade and modernization,
and all under conditions and with an aim of increasing compliance with one or more Directives of European Union regarding environment protection, worker safety and product safety and quality.

Only new project may be funded, which means that projects that have already started are not eligible.


Project eligibility will be evaluated by Project Consultant / with technical support provided by EBRD.

After completion of a project, verification consultant verifies if objectives of EBRD Competitiveness Programme have been achieved, i.e. if the project has been completed in accordance with relevant Investment Plan, after which he issues appropriate certificate signalling that appropriate incentives may be disbursed to the customer.
